Issue Description
"Content not available to assign to mobile devices" banner present even though app licenses are available in Settings > Volume Purchasing > Content > iOS App.
The app record might be assigned to a Site that doesn't have the Volume Purchasing token with the app licenses.
Note: We could also see the reverse happen - if a volume purchasing token is assigned to a site then the app record needs to be assigned to the same site.
Troubleshooting Steps
If the App Record is assigned to a Site that doesn't have a token with app licenses:
1. Navigate to the General tab of app record and click Edit.
2. Select None from Site drop down menu.
3. Click Save.
4. Click Edit.
5. Navigate to the Managed Distribution tab.
6. Check box to enable Assign Content Purchased in Volume.
7. Click Save.
To use apps within a specific site in Jamf Pro, the site must have its own VPP token also assigned to the specific site in Apple Business Manager or Apple School Manager.
