Issue Description
App installs pending, VPP logs show "Empty Assets list returned for VPP Location", followed by location ID, name, and the person that creating/last renewed the token
Volume Purchasing token is no longer valid as the person that last renewed it in Apple Business Manager/Apple School Manager no longer has the permissions to do so

Renew the volume purchasing token
