Issue Description
App installs pending, VPP logs show "Empty Assets list returned for VPP Location", followed by location ID, name, and the person that creating/last renewed the token.
Volume Purchasing token is no longer valid as the person that last renewed it in Apple Business or Apple School Manager no longer has the permissions to do so.
Apple School Manager uses the term location; in Apple Business locations are now called organizational units.
Troubleshooting Steps
Renew the Volume Purchasing token following the steps in Renewing or Replacing a Service Token from Apple Business Manager.
Note - Step 1 of the linked documentation above will work for Apple School Manager, but is incorrect for Apple Business. To download the token:
Log in to Apple Business.
Click your organization name in the upper-right corner.
Under Payments & Billing > Apps & Books, click download next to the organizational unit you created in step 2.
