In Jamf Pro, click Users.

Click Search Users and Search to conduct a "blank" search.

Click Action and select Delete Users.

Follow the rest of the displayed prompts to remove all users not assigned to a device and all users not assigned to a class. During the process, it will warn us if there are users assigned to a device or class and will not delete them.
