Issue Description

Install App command fails with status "VPP redownload call timed out <MDMClientError:72>"

This error typically presents when there is a network issue that is preventing the Install App from completing on the device. The first step is to verify the network is configured correctly, which we can do by connecting the device to a different network like a mobile hotspot and updating inventory. If the Install App command completes successfully when the device is connected to the hotspot this suggests an issue with the original network's configuration.
